Broxbourne’s political landscape is facing a seismic shift. Cllr Mark Mills-Bishop, the long-time leader of the Conservative group on Broxbourne Borough Council, has confirmed to Broxtown that he will step down from his leadership role this week.
The shock announcement follows last week’s historic local election results, in which the Conservatives lost control of Hertfordshire County Council for the first time in a generation, ceding ground to Labour and Reform UK. For Mills-Bishop, the blow was personal: standing in Flamstead End & Turnford, a seat he had held since 2017, he was narrowly defeated by just 28 votes by a Reform UK challenger.
Although he remains a borough councillor for Goffs Oak, the defeat marked a turning point.
“I’ve spent nearly 20 years serving the borough—it’s been an honour. But with the way things are shifting, I think it’s time to let new, younger leadership step forward,” Mills-Bishop told Broxtown in an exclusive interview.
Political Earthquake in Broxbourne

The resignation comes amid growing momentum for Reform UK, which not only cost Mills-Bishop his seat but also chipped away at the traditional Conservative dominance in the area. Their rise, combined with national frustrations and the broader local government reform agenda, has created what the outgoing leader described as “immense challenges” for Broxbourne and beyond.
“We’ve got devolution on the horizon, the Brookfield Centre project, Sunset Studios, and a shifting national picture. Whoever leads next must navigate change with clarity and strength.”
Mills-Bishop also referenced the growing strength of opposition parties, particularly Labour and Reform UK, warning that their challenge to Conservative control “isn’t a flash in the pan.”
“This is a moment of reflection—not just for me, but for our party locally. If we don’t adapt, we risk losing the voice we’ve had in shaping this borough.”
A Legacy of Conservative Leadership
Cllr Mills-Bishop has been one of the most influential figures in Broxbourne politics over the past two decades. His tenure oversaw major borough developments, including the early groundwork for Brookfield Riverside and wider regeneration efforts. Supporters credit him with providing “stable, experienced leadership”, particularly through economic uncertainty and periods of austerity.
But it’s clear the local mood is changing.
In the latest elections, voter turnout surged, and protest votes transformed into real gains for opposition candidates. Mills-Bishop’s departure symbolises a broader changing of the guard in Broxbourne politics—and sets the stage for a fierce contest over the future direction of the borough.
What Happens Next?
The Conservative group on Broxbourne Borough Council is expected to elect a new leader within days, with several names already being quietly circulated. Whoever takes over will face a steep climb: rebuilding voter confidence, addressing hot-button issues like housing, infrastructure, and community investment—and preparing for the next wave of local government reform.
In the meantime, Cllr Mills-Bishop says he intends to continue serving residents of Goffs Oak and supporting local initiatives “from the backbenches.”
“Change is here. And it’s not slowing down. My job now is to support that change in whatever way I can.”
